Future City: Hong Kong is far behind world target for carbon reductions

The reporter of Ming Pao was invited to attend the CarbonCare® Conference 2018 and wrote on the key findings of Paris Watch, a special research project conducted by CarbonCare InnoLab. When compared with five other Asian cities (Guangzhou, Shenzhen, Seoul, Tokyo and Singapore), Hong Kong was found to be lagging a long way behind the emissions reduction targets laid down by the Paris Climate Agreement in 2015. Quoting research data analyses, Mr John Sayer, Research Director leading Paris Watch and Ir Albert Lai, the project’s Senior Advisor pointed out the many inadequacies of Hong Kong in its carbon reductions measures. Two points for improvement were raised – setting up a dedicated body to coordinate all climate actions; and injecting a sense of climate crisis to the society. To put carbon reductions into practice, the business sector would be a more effective channel. CCA Director Mr Water Cheung added that instead of claiming it would issue its own green bonds of up to $100 billion, the HKSAR Government could help to better the flow of funds for green projects by leaving the issuance of green bonds to the private market.
